2.3.10. System ochrony technicznej – SOT
Wykonawca jest zobowiązany do dostawy, zainstalowania i uruchomienia systemu ochrony technicznej (SOT) dla stacji 400/220/110 kV Pątnów – przewidzieć ewentualne wykorzystanie istniejących elementów. W ramach przedmiotowego zadania Wykonawca zapewni również współpracę SOT z SSiN zgodnie z zasadami określonymi w standardach PSE S.A., w tym dotyczących standardowych list sygnałów. Należy zaopiniować listę sygnałów dla SSiN z zakresu SOT u Zamawiającego oraz wykonać ich edycję w SSiN stacji.
Lokalnie należy implementować interakcje pomiędzy centralami SOT podnoszące poziom bezpieczeństwa obiektu, z czego obowiązkowo alarm pożarowy II stopnia musi spowodować wyłączenie wentylatorów i klimatyzatorów w obiekcie, oraz zwolnienie blokad w przejściach kontrolowanych.
Należy również zapewnić i uruchomić transmisję sygnałów do SSiN w stacji i do systemów nadrzędnych w CN i RCN. Infrastruktura sieci teleinformatycznej tworząca segment SOT, powinna zostać dowiązana redundantnie (dwoma połączeniami optycznymi) do przełączników centralnych sieci LAN stacji. W ten sposób zapewniona zostanie komunikacja IP do SSiN w stacji oraz poprzez lokalny węzeł WAN do systemów nadrzędnych w CN i RCN. Dla celów transmisji danych poprzez WAN należy zapewnić optymalizację aplikacji pod kątem wykorzystania przepustowości łączy. Wymagane jest uzgodnienie z Zamawiającym podłączania elementów SOT do infrastruktury sieciowej stacji (w szczególności przełączników LAN) oraz uzgodnienie adresacji IP.
Należy zapewnić integrację sprzętową i programową na terenie stacji wszystkich zastosowanych w obiekcie systemów zabezpieczeń technicznych bez naruszenia autonomiczności zintegrowanych systemów.
W zakresie usług związanych z wykonaniem SOT, firma będzie zobowiązana do przeprowadzania przeglądów okresowych w czasie trwania gwarancji w zakresie pozwalającym na zachowanie warunków gwarancji.
System Ochrony Technicznej Stacji musi być zgodny z „Standard zabezpieczenia technicznego obiektów elektroenergetycznych PSE S.A.”, „Specyfikacja techniczna – ogrodzenia stacji elektroenergetycznych”,oraz „Wytyczne w zakresie organizacji ochrony obiektów elektroenergetycznych PSE S.A.”.
Powyższa specyfikacja jest spójna z aktualnie obowiązującymi przepisami prawa polskiego i unijnego, wg zaleceń przyjętego w UE European Programme for Critical Infrastructure Protection (EPCIP). Stacja 400/220/110 kV Pątnów zostanie zakwalifikowana do infrastruktury krytycznej PSE S.A. i w związku z tym powinna spełniać wymagania określone w powyżej przywołanych dokumentach.
Dla systemu CCTV wymagane są połączenia wykonane kablem światłowodowym. Szczegółowe rozwiązania do uzgodnienia na etapie projektu wykonawczego.
